Summary of Circumstances
Subject came to the attention of Special Branch, Section D, in the context of Operation Blackwood, following the theft of classified materials from the ████████████████████ Collection in October 1923 and the subsequent unaccounted departure of two senior archivists, both of whose whereabouts remain unknown.

Subject is the primary intelligence interest in this matter. Eleven months of surveillance, commencing January 1923, produced three confirmed intercepts and two field contacts — the latter now deceased. Subject is believed to be in possession of a document referred to internally as the ████████████████████████████, the contents of which constitute a matter of significant national security interest.

Subject is not believed to be operating alone. Associates, if any, are unidentified.
